The flap is on the passenger side cowl. It's vacuum activated. When it is up, it is open to air on the driver side, when it's down it's open to direct air.

I havn't seen a drain anywhere in the cowl area.

The drain is located on the bottom, and you can't see it without the inner fenderwell off. Have to jack it up and look from underneath once the fender is off.
I bet your car was an AC car? The flapper is connected to air system on AC cars to get outside air into the system, but close when AC was on.

would this drain being plugged cause water to flow into the drivers side footwell ? I keep getting a large amount of water after heavy rain storms . . . .

I have the nose off!! My car is (was an AC car). The flap makes no sense to me. I fixed a rotted out section of the lower heater box, I wonder if this was from the drain???? I thought it might be from the rotted inner fenders. I will get to the bottom of this.
I think I'll do away with the silly flap thing and plug up the vacuum line. Not going to have AC when I 'm done.

OK Some new stuff today.... Doesn't seem like much unless you spent hours sandblasting and powdercoating screws and nuts and misc brkts...

I also got covered in POR 15. Check out the steering gear and steering box!

I put the rubber spacer back in the spring. I have also PORed the driver side.

Yes! If the cowl fills with water and the drain is plugged it will overrun into the heater box and on the floor. But if it's rusted out in the cowl it will also flow onto the floor.
