Well normally it will increase slightly, as will the idle. If it doesn't I'd check the vacuum advance. Pull the cap and see if the arm moves when you suck on the vacuum line. Should be able to pull it off the engine and suck the line to see the advance move it's arm.
If it doesn't move then just get a new vacuum advance, as it's probably got a bad diaphram.
The movement of timing seen when you raise the idle is the weights opening and advancing the timing. That's called mechanical advance.

yeah it works when you go from idle to 3000rpms when u go into it smoothly. if you just pop it from closed to 3000 it bogs almost dies and then goes.

Are we talking when it's in gear, or just hitting the throttle while it's in neutral? If it's when it's in gear then you've got a bad vacuum advance. If it's when it's in neutral, it's probably the carb. The advance doesn't really cause an issue if you're just revving the engine, but under load it will really give fits.

yeah it sometimes bogs out when it shifts from 1st to 2nd. im going to test it tomorrow but maybe that vac canister went bad. also the vac tubing might be a hair to big. i have 2 zip ties trying to hold it on the small nipple of the canister. maybe its leakin around the outside of the hose too. i will give these tests a try. in neutral it advances probably to 25degrees it doesnt advance a whole lot though. just enough to get off the plate. i thought that was kinda odd. it goes from 9 to 10 to 12 to 14 and it moves off the plate to no mans land but it sitll looks around 17~25degrees.. it moves but not a whole lot.. this is starting to sound like my canister went bad. when u step into it it just feels like a dog and does have a bog to it.

Just plug the line that goes to the canister. If the problem goes away, then it's a leak downstream form where you plugged it. I'd toss the canister myself. Plug the lines, put a vented cap on the tank, and call it good.

Maybe! They've got issues of their own too. But since it was an HEI car, it might be better to have that. Mine was never an HEI car, but I've converted the point style distributor to electronic using a Pertronix kit. I sure don't miss setting points and fooling with dwell.
