I would swap all of the rear bulbs, left for right, to make sure all of the bulbs are good.
Look for corrosion in each bulb socket, and on each bulb. Replace the crusty bulbs. Replacement tail light sockets are available at auto parts stores, if needed.
Find the ground wires for the tail light sockets, and run a dedicated ground wire from a bare-metal ground to splice into one or more of the socket ground wires.
Corroded grounds and sockets are a common cause of tail light malfunctions.

Corrosion is the most common cause of light failures, even in newer cars. Removing and replacing a bulb can break through the corrosion, and expose fresh metal to make contact. Insulating grease is intended to prevent the corrosion, but as you have seen, sometimes it just hides the problem. Clean sockets and bulbs are the way to go, for me.
Now and then, come nightfall, I take a run to a strip mall, or any place with large glass windows facing the street. I stop where I can see my lights reflecting in the glass, and check that everything works as it should. Most often, a problem will be solved by cleaning a corroded socket or bulb, or fixing a corroded ground connection between the sockets and chassis ground.
