Default Steering Lock Plate

Afternoon, I am changing the ignition cylinder on my 1980 Z28 and I can't get the Lock Plate off. I am using a Lock Plate Compression Tool, its compressing but Im stumped after that. If I sound like a newbie, its because I am. I used to be big on tuners and imports and decided to go with some good ol american muscle. Any help would be great.

There is a small ring in a groove on the shaft that holds the lock plate. Use one or two small screwdrivers to pry it open and slide it up on the sleeve of the compression tool. That way you dont loose it and you can slide it off when installing it.
