Your starter gear is too far away from the flywheel. And adding shims is dropping it even further away. I presume your starter was making a loud whiny gear noise? What you need to try is to take out all the shims and put some shims between the starter and block at the outboard bolt only. That will rock the starter closer to the flywheel gear. I just went through this same issue with mine this summer. I even had to grind off part of the mounting surface on the starter flange at the inboard bolt area to bring it up more.

The outboard bolt is the one farthest away from the flywheel, inboard is closest to the flywheel.

I would also count the number of teeth on the flywheel. There are different flywheel gear pitches for these engines. If the flywheel has ever been changed to a different pitch that could be the culprit.

I had this same situation. The starter would engage and crank the motor but it sounded really bad and I was eating starters. Once I got the starter with the correct number of teeth for the flywheel it cranks and sounds like a new car
