Did the engine come with the distributor already installed, or did you put it in? If you did, then it might have been put in wrong/out of time, or you could have your ignition wires messed up.
What year is the car? If it was from the points and condenser era, then run a new 12 volt wire to the distributor. The original wire to the coil was a resistance wire (9-10 volts), but that wouldn't be the cause of your no start issue. But do make sure you have power going to the distributor.
Or, is it getting gas? Look down the carb while pumping the throttle. Do you see gas squirting?

Ensure new power supply wire Camaro69 suggested goes to BATT terminal on HEI.
Ensure good ground connection between dist body and block.

I installed the distributor myself but I was pretty sure I set my initial timing correctly and its a 1976 I do have power to the distributor as well as getting fuel to the carb

Ahh but did you set the distributor in the correct position when you dropped it in?
#1 cylinder at top dead center compression stroke? Rotor pointing to #1 at TDC compression stroke after turning it over?
