Default Hi torque starter?

Hi the summers coming up and I want to get my Camaro up and running, ive made 2 threads explaining what went wrong but basically as it is right now is when all the spark plugs are in and it’s compressed the engine can’t spin over, it tries but can’t. When I remove the plugs it spins over better but still sounds like low power. Engines not seized as it turns over and I dropped the pan to make sure, no shavings bearings don’t look welded. I changed batteries to reliable ones and removed starter to have it tested, it tested good. I was really stumped by this because the engine had everything it needed to crank and run, no voltage drop at the starter, good grounds. This has me thinking maybe since I’m using the stock starter from my
old motor, and using it for this “performance engine” maybe it’s not strong enough to turn it anymore. I don’t know the compression ratio for this engine but supposedly the 350 block came off a truck and a shop installed performance heads and cam. Could it just need a high torque starter or just something more powerful than the stock?
