Default help with vents on the heat and a/c system

ok could one of you pop your hood and put your ac on and tell me if the vent on the cowl area under the hood is open or closed on the passenger side? i think it should only be open for venting in outside air but closed for ac.Then i need to know if the vent inside the car on the passenger side should be open or closed while the ac is on(this is down by the kick panel and has a cover so maybe you can feel for airflow).I think it should be open to recirculate air from the cabin.

MY blower does noot seem to be blowing hard enough even thoug i can hear the different speeds.i replaced the blower motor and same thing so i think i have a restriction somewhere.I have removed the box and made sure the flap for the heat or ac is working right and it is.the car is a 75 camaro.thanks for any info.later

I have the same problem on my 71, the fan changes speed, the AC is cold, but the airflow at the vents is not very forceful.
