Shalamara:
I did check the electric choke and it seems to be functioning properly

1971BB427:
I can move the cam by hand applying throttle will make it step down one notch but never all the way off. What will happen if I just leave the cam off? Cause its running fine without it, right now anyways...

How would you "leave the cam off"? Are you talking taking it off the carb, or somehow tying it off? If you leave it off, it wont idle up when the choke is on and the engine is cold. Might have some problems with stalling in gear, until the engine warms up at idle.
If it's brand new, you might consider returning it for warranty repair or replacement.

I just backed the screw out until it stopped touching it, being that its 80 degrees here now that might be why its not an issue. Either way somethings not right here, Im gonna call Edelbrock on Monday and see what they say.

Thanks for all your help guys

Even though the electric choke may be working, it might still need to be adjusted.
