Bad or no engine ground. Broken start wire to the starter, or a wire from the switch. Broken or disconnected neutral safety switch. Dead battery.

We tried to ground the engine but the the engine still didn't turn over. as for the starter its brand new as well as the ignition assembly and the wires seem intact and the battery is on a charger. where would i find the neutral safety switch? thank you

Could the neutral safety switch turn on the reverse light when trying to turn the engine over and cause the engine not to turn over.

You have a combination neutral safety/reverse light switch. Assuming you have a console shifter, the switch is in there. Or if a column shifter, it's mounted down on top of the steering column. Are you saying the reverse lights are on while not in reverse? Your switch and/or mechanism is messed up then.
