It's always a hassle wanting to get more performance out of your car, but having to budget what you do first. I personally would either save my money until I could do it right, or start looking for options on used speed equipment.
Swap meets and Craigslist, etc. will hopefully make your hard earned bucks stretch a bit farther. Sometimes we have to really be frugal with our spending on luxury or fun things in order to build the dream car we want. I've not only been there, but still am there! I don't even want to get started about what I've given up or sold to put my Camaro project back together, but I had to decide what was most important to me, and other things had to go.

yeah it does suck working with a budget when you just want to buy all kinds of stuff for your car! but yeah its about your priorities and what you can afford to spend money on but your sacrifices paid off Vall, your camaro rocks!!!

OK, I know I change my mind a lot. But what do ya'll think about finding a LT1 or just the LT1 block, or something like that... And build it up how I want it? And then I wouldn't have to take parts off then put them back on, and keep doing everything over again just to get my motor how I want it.

I think there's absolutely nothing wrong with changing your mind now; in fact now IS the time to change your mind. I probably change my mind 2-3 times before I actually proceed with something on my Camaro. I'd rather change my mind before, than regret after!
The LT1 is a good choice, and if you can find a complete running one in good shape, I'd go complete instead of building from a block. Then before it goes in I'd add whatever I wanted to it to make it as fast as I wanted.

Let's say I built a fuel injected LQ9 motor. What all would I need besides the computer and wiring harness.

Besides the computer and harness, I believe you'll need a Painless wiring harness too, so you can adapt the factory harness to your vehicle. You'll also need engine mounts, or fabricate your own. Not sure if the tranny will stay in the same place, or even if it will bolt up to the LQ9. I think you may need the newer tranny, or an adapter plate.
