Default AC/Heater Problem (79 Camaro)

I have checked the fuse for AC/Heater but the blower isn't working. I have tried changing the fan speeds and the type of air I want it to blow (A/C, Heater, Bi Level, Vent, etc.), and yet, no air comes out. I say again, the fuse is the correct kind for the AC/Heater but it is still not blowing.

Can anyone help?!?!

Okay I have heard that the blower motor is under the passenger side fender on the
1979. If this is true, how do i remove the fender after taking the tire off?

Nice looking '79. Reminds me of mine with dark blue color (I got rid of the original RS two-tone years ago). Anyway, here is some info from the '79 FSM. It seems to be a bit generic since it covers all models but may give you some additional insight. I have personally never had to get to the blower motor though. It looks like one of those jobs that could be a real pain.

To remove heater blower motor, inlet ASM. & Core: D&C Battery, R&R fender skirt bolts, except those at radiator support. Block out skirt. D&C electrical connector. R&R motor screws. R&R core. R&R cage.
