Default 454 in 78 with Holley sniper and heating issues

Hey everyone, I dropped a 454 into a 78 and can’t seem to keep it cool enough. Changed water pump to high flow with bypass hose, 190 thermostat, had a make shift radiator with electric fans and temp would climb between 210-215. Bought a new proform radiator with electric fans attached claiming it’s good for 1000 hp, I’m only running about 600hp but the cooling is even worse that the make shift radiator I had previously. Had someone tell me I need the air deflector in the front but looked into it and was told the 78 never even came with one from factory. Running out of ideas here, anyone had the same experience? What was the fix?
