Update: So the car has been to the shop and it was being starved of fuel, the carb is not a Holley but some form of quadrajet and the fuel lines and fuel distributor were set up for a 350 not a 383. This would explain another issue which was fuel cut at the top of second gear. After getting all new fuel equipment , except for the carb which we kept the car runs much better. I still feel like there is something missing and I am starting to hear a whine from the rear pinion gear which is just another thing I need to fix. It's a bit faster now but I still feel like it's true potential has not been fulfilled.

It still sounds like there is an issue: First, I find some issue with an engine builder of any kind that would do a removal, disassembly, machine, assembly and install w/ new parts and still use a stock qjet. Also, it does sound like you aren't too sure of what exactly you have and what got done.....did the shop use your .080 over block, or was a new(er) block used?

no we bought a stock 350 block also It was a family car so most of the work and payment was handled by my dad so I need to get the build sheet from him.
