I am pretty sure the turnsignals and the Hazards use the same wiring. If one works and the other does not its normally a switch issue? Is it a new switch?

Ohh happy happy joy joy! You're now experiencing the joys of an old car... I chased something similar for several weeks until I found the culprit.
First, I have a 68 and it has two flashers. The one for the turn signal is in the fuse panel and the flasher for the 4 ways is up under the dash really high... It's between the steering column and your radio.
As far as your lights working, then not working, I'd put money on it that you've got a bad ground. Believe it or not, my bad ground was in the front running light assembly unit itself and I ended up bridging the socket where the bulb goes in with the housing with some solder. Took me weeks to find that! grrr!
Get all your grounds sorted out and all the anomalies start to go away. For instance, with my one bad ground my right turn signal would stop working when I turned my headlights on. Also, without any turn signal on, when I turned on my headlights the right blinker light in my cluster gauge would light up solid and again, no right turn signals. Sumise it it say, the bad ground was in the front right marker light.
Another thing to look for is making sure your gauge console is properly grounded. A lot of people pull their gauge cluster out and never put the ground back.
Hope this gets you started in the right direction. I just used a 3 foot piece of wire to act as a temp ground, and btw, I'll repeat one more time... Although the front marker lights look solid, the bulb socket can break ground with it's housing so when your testing for grounds, test from the socket and the housing because your ground wire is part of the housing, not the socket... A continuity test works well too lol! The fun part for me was that it would work (after tapping it lol), then it wouldn't...
As far as your brake lights, I'm assuming your brake switch is functioning and adjusted properly?
Have fun and let us know what you find.
Good luck!
