Hey I am not the most informed do it yourselfer out there but I don't mind asking what I don't know
Ok what is the major benifit of a upper and lower control arm swap or a full sub-frame swap what would be the ideal setup for a sunday driver I have done a little surfing on the pro-touring site but is it really worth the money involved

I wouldn't do the upper and lowers, or the full subframe, unless you have tons of money to trick your Camaro out, and just want everything you can find.
As dynarider33 said, it's not enough better for an occasional driver, or part time use to justify even the cost of control arms. I'd go with a set of body and suspension bushings, new ball joints, and new tie rod ends and call that great!

Regarding the Ebay control arms. I bought similar from Ebay from Classic Performance Parts, they are nice items however there were two things that I didn't like. This may not be the case with these. The upper ball joints did not appear to be hardened steel, tested with a drill bit versus the original. And the bolts were 1/4 inch units instead of 5/16. Replaced the uppers with Moog units which come with the hardware. Drilled out the bolt holes to fit and worked great.
Mine were nice units that retailed for more than twice the price from the suppliers catalogue. After all was done it cost less than buying the bushings, cross shafts and hardware. No regrets.

For a Sunday driver I would get the most bang for your buck. Get a 2 foot piece of 2 x 6 and a floor jack, replace those old rubber sub-frame bushings with poly-urethanes and a good coating of Lithium Grease. The whole process takes about 90 minutes and is rather painless. Since you are already doing the sub-frame bushing it's a good time to install a pair Comp. Eng. bolt-in sub-frame connectors. Total cost $200.00 +/-
Replace the stock front sway bar with a bigger 1.125" Quickor set-up and get the attaching bushing couplers with the zirc fittings to keep Mr. Squeaky away. This is also a rather painless procedure and takes about 45 minutes, just make sure to hit the all the poly bushings with Lithium grease. Cost $270.00 Bar & Bushings
If the front end steering is in decent shape, don't worry about it. You can check the front end by jacking up the car and racking the front tires side to side for play, and visually inspecting the centerlink for ovaling.
Those improvement's alone run around about the same price/time as a single pair of Upper and Lowers. You will definitely notice a big difference in handling and performance.
I swapped out the stock front springs on my 67 for Eibach 1" lowering springs and installed a set of Baer Pro Series front discs along with C.E. 3-way Shocks. At the time I was thinking of doing the upper and lowers, but for a Sunday Driver I decided the money could be better spent with other upgrades.
