Default Proper Voltage Regulator Mounting

Hoping someone can help... Replacing voltage regulator and have a question about the "well nuts" that I purchased with the new one. How exactly do they mount? Are they supposed to insulate the base of the regulator from contacting the radiator support frame? They are larger than the holes. Looks like the original regulator that I removed, and it was held in there by sheet metal type bolts (also look original). I can't fit the "well nuts" into the mounting holes unless I drill them bigger. The Assembly Manual does not even show the "well nuts". Now the regulator also has a ground wire that contacts the frame, so if the "well nuts" insulate the regulator, it is grounded by the wire. This is where I am confused!
