Reverse lights below the bumper is only inclusive with the RS option package - option Z22.
Either one of two things have happened:
1. RS option was ordered and front end damage happened and RS headlamps/fenders could not be found;
2. Rear end damage and a RS tail panel installed

 

There is a 3rd option - I misread the option tag. The photo I saw of the back end had a reflection that looked like a reverse light.

Yeah, looking at it again, I have no idea where I saw that. It was RPO Z21 which is as following: Exterior Style Trim Group (Coupe) including bright wheel opening moldings, bright drip moldings, fender pinstriping, black lower body sill.
