Are you trying to give your car the RS look? If yes, then yes you have to replace the standard grille with the RS grille. You can get a complete kit new for around $1100.

My fenders were beyond saving and found the RS fenders for a real good price. But now when I went put the headlights back in they dont seem to fit right. So I'm thinking the headlight brackets are different on a RS versus a Standard.

The RS fenders have extra side brackets for the RS headlight assemblies to bolt to. I know for a fact that on a 69 you can bend those brackets in and out of the way for a standard grill to clear. If you have the same amount of clearance on your 67 fenders, that's all you need to do. If not, you'll need to cut the brackets off.

My problem seems to be that the headlights dont line up with the mounting tabs on the fenders.

I looked on E-Bay and looks like the housing for the RS is different then the Standard. Looks to me like I need to buy new housing.

even with new housings your grille still might look off since RS headlights are farther back than a standard.

I think I will have to buy a new grille as well.

So you are changing it over to having an RS grille and hideaway headlights?
