Question Grounding issue in 1969 Camaro Dash

I searched the site and could not find anything about my problem Other than bad ground...
Finally getting things back together. The interior is looking pretty good. Waiting for the console volt meter to get here.
The Holley Sniper injection is working great!!
Got the dash on All of the lights were working before I put it on... but NOW.......
OK here is what is going on.

- When the car is turned on and running
The Batt light is dim... I disconnect the positive battery cable and the light goes bright. (it should)
When I apply the emergency brake... the brake light turns on bright. (That part is good)
But when I apply the emergency brake, the batt light goes bright.... and the tachometer reading drops like in half.
All the other lights work. Brake driving lights, reverse, turn, 4 ways. The interior lights, console lights.
Got me baffled.
I am sure it is a bad ground, but where do I start to look?... or is there a way to check?
As you know it is a b**ch to take the dash out. I'm afraid that I may not find the problem even if I do.
Has anyone had a similar problem?
Any help would be greatly appreciated.

"I disconnect the positive battery cable and the light goes bright"
I don't see how you have any light at all with the posi bat cable off.

There is a ground wire from dash cluster to dash above steering wheel.
You have to disconnect this ground strap if the cluster is being removed.

Sorry. The car was running when I disconnected it.
The alternator keeps the car running, but tells when the battery is off line.
