Fuel Gauge Issue

The fuel gauge on my 1967 RS/SS is showing full all the time. Where do I need to start locating the problem?

Bad sending unit in tank, bad gage, short to ground on wiring from sending unit & gage

If "all the time" also includes when the ignition key is off, then the gauge is stuck/bad. The gas gauge should drop to E when the key is off.
