Default convertible boot cover

Hi guys Need some help trying to figure out how to keep my convertible boot from flapping up while driving. Is there any way to fasten it or weight it down , there is 2 pockets along the edge of the boot that hangs over the rear seat.
The side snaps help with the sides but not the center ????

Thanks
Ted

There's supposed to be a number of plastic or nylon clips on the back edge of the cover that wrap around the stainless trim piece.
