Default Heating: Temp gauge sticks before center. Low heat

My temperature gauge does not make it it center since I bought the car a few weeks ago. Its just a bit above 1/4 when the car warms up. The heat seems to stay sort of warm only. If I shut off the heat and turn it back on in a few minutes on low it is hot. If I turn it up to high fan it just becomes warm while at idle and slight warmer when driving. Are these problems related? Any ideas on what the problem is?

Sure sounds like the thermostat is stuck open.

Where is a good spot to point a laser thermometer to check the engine temperature?
