from a money stand point i think a second gen would be the way to go (assuming you want the classic look) ive done a little research and the parts for a second gen are much easier to find and cheaper

I have seen a few of these in person and next to real sheet metal from the 60's and you really can't tell a difference as far as shape goes. From what you say about what you don't care about, this would be a very good fit I think. You can pretty much built a 67-69 from aftermarket parts. Yearone.com has a ton of the parts you'll need and then there's several others that specialize in 1st gen parts. I've thought about doing this myself as if you can do alot of the work yourself you'll only be into about 15-18K depending on your engine/tranny and paint prefences. There was a show on not to long ago, I can't remember which car show it was, but they built a 69 SS from scratch at yearone's garage from reproduction and aftermarket parts.
