On my 94 z28 there is a tube going out the bottom of the elbow coming out of my throttle bodie. This is before the Mass Air flow. The wierd thing is the tube is blocked off on both ends it doesent go into the elbow it's just connected to it. What does it do? Can I take it off without hurting anything

 

That is a resonator, AKA donkey dong, which is used to reduce intake noise. It does not affect performance and you can remove it if you want. Just make sure the resulting opening is sealed off, otherwise the engine will be sucking in dirt.
