2 Questions:
How much hp/torque will a LT1 make with intake/header/exhaust/throttle body?
and
How would i go about achieving 400hp at the wheels without FI with a LT1? Looking mainly at the above mods plus maybe cams? and a tune after? What is required to reach 400? or at least a number close to 400 at the wheels?

Assuming the headers are long tubes and there are no cats, you should expect 290 out of a manual car. Subtract 15-20 for the auto. Forget about the throttle body, it doesn't become a bottleneck until you're pushing 425-450 at the wheels.
400 would be intake, exhaust, long tubes, cam kit (cam, rockers, etc.), ported heads and intake, and a good tune.

The LE2 package comes with valves, springs, locks and retainers all assembled and ready. Get one of the custom cams with it, I plan on going this route when I can. LE2 package with the 224/230 cam most likely. With crane gold 1.6rr and crane rods....I think

I might be wrong, but when using the 224/230 cam an upgraded stall/converter isn't necessary you can still keep it stock? Granted it wouldn't be the most optimum choice but still would work correct? Even then 226/232 says nothing about changing these on an Fbody, only the Bbody would need a stall upgrade and gears....?

right i used the stock trans and converter for a short time. it was kinda a pain, idle wont hold at 800, goes to 1000 most times and with the setup i have now it will sometimes go to 12. once in gear with the stock trans it would idle down and want to go.

Is it a steady loping though? I haven't looked much into internals and stuff yet since that is far away for me. I know an obvious tune is needed afterwards, but some seem to say different things on how the cam effects the idle and rpm ranges.
