Default Overheating question

hey i have a 94 Z28 with the 4A tranny. I bought the car like a year ago and have had the heads and transmission replaced. Ever since Ive had the car it seems to heat up really fast. While driving down the road it sits about a quater inch below half (which i think is normal) but then i stop and if its a long enough light it will get almost to 3/4's. Then if im driving downtown and dosnt get the chance to cool down, it will go right up to the red and then the fans kick on and it fights it the whole time im driving downtown. I'm just wondering if this is normal and if not, what can i do? (if it has anything to do with anything, i replaced the AC with a AC pully)

Any feelback would be awesome. Thanks

Sounds like normal behavior to me. You need to be moving for it to cool well to pass air through the radiator via the front air dam. If you're just sitting or driving slowly you can't push any air through it. As long as the fans are coming on and it's not actually over heating you're fine.
