Ok i went to all the parts stores,

All of them have what they claim will read both OBD1 and OBD2 computers, but if you have the obd2 plug in it wont read obd1... fails...

surprisingly the dealer wants 35, while everyone else near here wants 55... im going searching some more this morning, and we will see what i can pull.

a 95 can be easier to get scanned than a 94

check the tps like grabber is sayin and if the 95 has the maf i would look at that as well. may be getting dirty.
check for vacuum leak. mine did that and the brake boost hose was off. lol, good indicator was the brakes didnt work so hot. almost ran into a buddies car.
could be the idle air control valve/motor is dirty and sticking. its odd that the idle goes up with the a/c, would be strange for a bad iac to do that, i would think it would be a sensor. sticky egr valve can also mess with the idle so be a good idea to test it.

OK, I caved yesterday, I had a shop do a full once over ($44.95) to check if anything was wrong anywhere. The response they gave was "you need some new tires before Christmas time, and you had a short in your tac, that was causing it to read high, we replaced the fuse and its fixed now... and about your Gas mileage, clean your K&N... " $44.95 to tell me i have a really nice car, need a fuse, and 2 things I already knew...

I felt like this

You could do it yourself by getting an ALDL to USB cable and installing the software/drivers to a laptop. A friend of mine has a 95 Z28 and uses a netbook to view PCM data in real time which is a million times more helpful than a dinky little code reader.

OBD Diagnostics, Inc. - ALDL (GM OBD1) Cable with 16 pin Connector

I'd check the TPS, IAC, and spark plugs first, but keep in mind that GM gauge clusters are notorious for being inaccurate. My car idles at 1,000 which seems a tad high, but every LT1 M6 I've seen in person has been the same.
