Default Headers?

I'm thinking about buying headers for my '94 Z28 5.7 and have no idea where to start, what's gonna give me the most bang for my buck? Long tubes, shorties, what? Also does the type of steel it's made out of matter much (carbon steel vs. mild stainless etc)?

Headers will always help a little, and headers with long tubes more. But headers with a complete exhaust system upgrade are the ultimate way to go. If you install headers into a factory system that doesn't really allowthe engineto breathe you're restricting how well they will work.
I'd look at headers and a complete exhaust system designed to go together.

like a package? i have a Borla cat and moroso cai will that be good or do i need everything the same?

did u mean a borla cat back? i see in your sig anyways and the exhaust u have will work fine. kooks lt headers are one of the best, flow and fit wise. pacesetter mid length will improve flow and help but, if u are looking for better flow go with long tube, lt pacesetters are ok too but not as good as kooks. if u need or want ground clearance then stay with the mid tubes.

oops yah my bad i meant borla cat-back

will these fit? just from looking at my engine it seems crowded enough under there

all of em are hard to put on but well worth it. its a matter of which fit best and flow best. the kooks are tuned also. these are the best prices i can find.

If you are worried about legality or passing the strict emissions everywhere, I think the PaceSetter armor coated mid length tubes are the best choice for a good price (See https://camaroforums.com/forum/showthread.php?t=44887). Otherwise, long tubes will give you the most bang. If you have emissions testing where you are, you can get a catted Y-pipe with the Kooks LT headers (they are expensive though). 95slvrZ28 has the Kooks with the catted Y-pipe and said he passes strict emissions tests where he lives. If emissions are not an issue at all, other people in this forum can attest to what they think are the best LT header for the price. SpecterGT260 posted a sticky that may help you decide on the header length. See below.
