Default COOLING FAN HELP

I havea 94 Z28 and and just recently I have been having trouble with my Electric Fans. I can't run my car 5 minutes without my Fan Fuse blowing. Here's what I've tried so Far: 1.) Little bigger Fuse (says you can use a 15 amp fuse if in Norway/Sweden)2.) Unhook One Fan at a time to see if one was bad 3.) Put new Set of Fans in Car 4.) Stripped wire loom off of harness to see if there was a visible problem 5.) Tried a totally diffrent Computer 6.) One of the brown wires coming from the fuse box(fan fuse wire) was actually melted, I replaced, but still the fuse blows 7.) replaced Temp. Sending Unit in the Side of the Head and the one on the Water Pump. I really don't have a clue what else it could be, If you have any suggestions that would be awesome.
Thanks, Bradley Smith

Is there a relay (relays) for the fans in the underhood relay/fuse panel?

The relay windings are fed from the same Fan fuse. One of the relays is probably shorted out.
