There is a tensioner arm with a pully on it. There is a 3/8" square drive on it, you can use a socket to apply tention on it. Once there is tention on the pully, the belt loosens. The easiest way to take the belt off is to slide it off the water pump pully since it doesn't have a lip. Make sure there is a routing diagram and then install with the crank first and then work your way up and the belt should go on the water pump pully last. (or the alternator) whichever is easier.

The procedure is OK, but there is no water pump pulley on 94 Zs. Just pull back on the tensioner with a socket & ratchet wrench & take the belt off any way that works best for you. Just make sure to follow the routing diagram when you put the new belt on.

The tensioner looks like an idler pulley mountrd on spring loaded arm. Locates between the front engine pulley and the AC compressor pulley. The belt rides on top of it. There should be sticker in the engine compartment showing the belt routing. Put a socket and handle on the center bolt of the tensioner and turn clockwise, thid will force the tensioner down and release the pressure against the belt. You may want to check the tensioner bearing and replace the whole assembly if it feels rough. They do tend to wear out and make bad noises.

When you put on the new belt it helps to have some one to force the tensioner down while you slip the belt around the pulleys. When the belt is on all the pulleys, reelase the tensioner so that it pushes up against the belt and you are done.

Your red arrow is pointing to the AC compressor. The tensioner is the small pulley just to the right of it, with the belt on top. It is the one witht the white arrow pointing down. The white arrow shows the direction the tensioner needs to be moved to relieve the tension.
