Your car is speed limited because it came from the factory with H rated tires, the only way to bypass this is to either fork up the money for a Hypertech Power Programmer or similar device, or you can get someone that has LT1Edit on their computer to reflash the PCM for you. You could also go to your local late model chevy dyno tuner and they should have the utilites to remove the speed limter.

 

along with what slvr said...you can also get a mail order tune that can eliminate it
