Default 95 Water pump question

Just had a shop replace my pump and they did not replace the water pump drive shaft seals even though they were leaking. According to the GM book you are to take off the seals if nessesary. I think for 11 dollars they should have just replaced them. Needless to say I just spent another hefty sum to have someone go back in a replace them.

Was the first shop in the wrong for not replacing them???

A good shop should follow the manufacturers instructions, but then again, there aren't many good shops around.

They also wired my thermostat wrong and I had to pay to get that figured out and fixed. What do you think would happen if I went to the first shop and asked them to pay my new bill for all the things I had to get fixed that they messed up???
