Can I use a rim with 14 offset on a 95 Z28?

What do you mean by a "14 offset"? Your current wheels have close to a "0" offset. "Offset" is referring to the depth of the dish of the front of the wheel in relation to the mounting hub.
You need to clarify what you meant to say.

OK, I assume you're referring to 14 mm? My mind was on inches before and I was picturing you building a drag car!!
How wide are the wheels?

LOL. Its 20"x9" 5x120.65 14wheel size 245/35/20 front and 275/30/20
