First, you don't say what year. Assuming it is an LS1 model ('98 or later, this is the LS section you posted it it), then it would do about 13.3-13.4 in the quarter when new, and stock, and perhaps 13.1 on a really good day with a perfect launch, etc. It is is a 97 or older (LT1) then it is going to get eaten by the Evo..

"Oversize ten inch tires? Stock tires on the 98 and later SS are 265s or 275s on the rear, I believe, and that is about 10-11 inches wide, at least 10 of solid tread. So these seem probably stock -- do you mean 10 inch slicks?

Cat back exhaust will add little -- SS's came from the factory with a cat-back upgrade that captured most of the benefits any cat back will give (that's where most of the additional power of the SS or the standard Z28 came from - . You improved one might have added 5 HP, probably no more. (You situation is similar to that shown on page 123 of the Feburary HOT ROD magazine: they test a cat back exhaust for the Chrysler 300 Hemi (340 HP) -- I already has a pretty good exhaust from the factory so it adds only 4 HP).
Performance cats will add about 5-7 HP typically (removing them on an otherwise stock engine adds less than 10).
As to the jet chip, usually you only see these work only on LT1s (prior to '97) so I beginning to think maybe you have one of those after all. I haven't seen them be as useful in adding power as a good re-tune using LS1Edit on the 98 and later cars. The chip might be doing nothing for you, or it might help, or even hurt. You need to have it dynoed to see and you really should have it tuned with LS1 edit to max out the power.

You need to be putting down 300+ HP at the rear wheels to stand much of a chance against the Evo and 325+ (370 flywheel) to really assure yourself of dominating it.

On top of what Lee has mentioned, your driving ability, as a drag racer, has a lot to do as to whom will reach the finish line first. Many faster and quicker cars have been beaten by a slower car driven by someone who could pull a hole shot off the line.
