Default 2000 Z28, should i go for it?

A guy is in a bind and needs to sell his car fast so he lowered the price from asking $14K to $11.5, I assume I could talk him down more since he is desperate to sell. If's full loaded with T-tops, leather, 6 speed, but is missing the chrome rims and ground effects that I want. It has 55K on the clock. Should I jump on this? how much should I offer? and what kind a a difference does the LS6 intake manifold make? how much is it to buy one? sorry i can't research this stuff at work as many sites are blocked. they missed this one somehow. In my area there is also an '02 Z28 with 66K, same options, from a dealer asking $14.5, assuming I can talk the dealer down some, which would you spring for. Keeping in mind i haven't driven or seen either in person but they both look good from the pictures and the guy with the 2000 said he took excellent care of it. both cars are 100% stock.

thanks,
matt

Jump on it bro thats a good price hell I spent more for my SS and the Z28 has the same amount of power as the SS does and for 11.5 you cant beat it but you can probaly talk him down a little bit more to get even more of a steal from him.
