Starting problems - 2002 Z28

Thanks for all the suggestions. Here are some clarifications.
1. It always starts cold. If it has been a couple hours since run, it will start, so far, every time.
2. A short trip doesn't seem to cause it to fail. It seems like I need to drive it for 30 minutes or so before there's a chance that it won't start. Basically, if it's run long enough for the water temp to get to normal, there's a possibility (and just a possibility) that it won't start after it's been shut down.
3. Shorts seem possible but also weird to me. If it were a short, why would it ALWAYS start from cold. I don't think shorts care if it was run recently. But this is all new to me.
4. The neutral switch seems like the most plausible answer so far, along with the anti-theft system, which I am completely clueless about.
