Default New brake master cylinder/booster air leak

Hey all, Here's one that I hope is just me being dumb but it seems to of stumped a few tech line guys so here goes: Brand new SSBC ( bought before they went under, part sat in the box a while when I moved but same as CPP or other aftermarket companies ) power assisted master cylinder for 1968 camaro. Bench bled, vacuum canister remounted and mounted into the car now I'm trying to bleed my brakes and prop valve with it. when I depress the pedal I get a huge audible whoosh of air, had a friend press the brakes while I checked what it was, its coming from the weep hole in the master cylinder. all the bleeders are closed, fluid in the reservoirs. but the pedal wont push the fluid into the lines since it cant create pressure due to this hole. Pedal has ok pressure and returns to normal position, but I can push it to the floor with relative ease. also get a few little bubbles rising out of the fluid when I do this. Any thoughts?
