Help! ...."remove stud nut...."

Default Help! ...."remove stud nut...."

Need to remove the wiper motor. Haynes manual shows to remove two bolts, and the "stud nut" which attaches to the wiper linkage. There is a stud connecting the linkage, but no hex nut to turn. On the stud there is a black plastic spacer, then what I would call a tapered ferrulethat has groves which make me believe it would unscrew off the stud. I can't budge it, and don't want to break something.
How does that stud come off?

This is on a 1999, so I am sure the process would be the same for 98-02 and my guess is that it would work on '93 and up.
