I have a 1995 Camro Z28. Recently someone tried to hotwire the car. They were unsuccessful but now I have a large hole on the left sideof the steering column and the car won't start. Any suggestions?

Second question:The previous owner had put a toggle switch in to turn on the compressor for the air conditioner stating the computer had been damaged so you hit the toggle switch, then turned on the air conditioner. It would work for a while then you had to do it again. Since then the Toggle switch does not seem to be working or the airconditioner. If I wanted to fix the air conditioning right, do I need to replace the computer or see an air conditioning mechanic?
