Default fixing too much camber

Hi, I purchased a 57 chevy recently which has a 1st gen camaro front graft. The car has a large amount of positive camber on the ront wheels. I have removed all the shims on both sides from the upper control arms, but the left side still has quite a large amount of positive camber. Can anyone tell me a way of fixing this problem as the car feels terible to drive with so much camber on one side. When I put a level against the wheel there is a difference of around .25" from top to bottom.

Positive camber is the top of the wheel sticking out. The shims on top should pull the upper A arm in. Don't remove, add. Now if you mean negative are the coils cut to lower it?
