blow off valves
It makes no sense without boost. I suppose you could install a blow off valve on your car's intake, somehow, even if you didn't have a blower, but it would not do anything. Blowoff valves only work when the intake pressure exceeds some pre-set pressure (most are adjustable). You have to set that pressure limit at OVER normal atmospheric pressure (i.e., at some level of boost) otherwise the vallve would stay open all the time (or alot of it) and you car would not run at all.

Won't get much sound out of it, unless tehe engine is spitting back like a SOB. Blow off valves are used to prevent damaging a supercharger in case of over pressure, usually due to a backfire. You are probably thinking of a wastegate valve, which routes the exhaust around a torbocharger turbine to hold the boost down. Either way, they will not do anything in your case. A choked up muffler will give you the hissy turbo sound, if that is all you want.
