My '93 Z28 seems to run fine on regular, its' usually 87-89 octane around here.
I run it most of the time, about once a month or so I'll put some premium in and have had no issues what so ever with fuel problems the car runs great.
I'd suspect plugs and maybe plug wires or a problem with the opti.

I have a 92 LT1 Vette, and premium is "recommended" for best performance, it's NOT "required". There is a difference in terms. I usually alternate between premium and mid-grade every other fill up, which gives me somewhere between the two since I don't run the tank dry. It runs fine on that mix by the way. If his car runs like crap that badly right after filling it up, I would say his issue is more of getting a load of crap gas in general, as opposed to it being strictly an octane issue. Have him buy gas at a different station next time.

Heh,do a search and you'll get a lot of threads.
It's the goofy front of the engine mounted distributor on LT1 motors that is notorious for being problematic and a PITA to work on due to it's location behind the waterpump.
