Actually. I will say this much. So, shadow, sir, there is a concept known as FOIA. I suggest you do a quick google search of it to determine the implications of your story. We in the law enforcement comunity know of another concept refered to as 'request for assist' I will explain this one to save you the effort of a lengthy google search. This later conceptoccurs when a cop can ask another cop a question about a case and get certain details (like if it really happened or not) without voilating the FOIA.
