It sounds like a good idea, but it'll never fly. What if you owned a business along this street and you came in Monday morning and had a car in your front room? Or if you were a parent and your kid lost control and hit a light pole? There is too much political fallout from adopting this policy. Sounds great, but not practical. I love racing just as much as the next guy, just think it needs to be done at the dragstrip or road course.
