will a programmer tell you trouble codes?

Default will a programmer tell you trouble codes?

My question is I am looking at buying a 98 Camaro SS. It has 39k miles and is very clean. The guy is askin 15k and wants me to take care of the one problem it has. The one problem is the service engine soon light is on and he assusres me its just a cat that needs to be replaced. He has a power programmer but hes currently noy sure which one he is gonna call me later today and tell me which one. Will your standard programmer tell me the trouble code? He has done some modifications to the car he has an SLP cold air intake, headers, high flow cats, and exhaust. Of corse this along with the programmer and i was wondering if this would be a good idea. Its rare to find an SS for sale with a 6 speed in such good shape and everything else seems to be good. My guess is if he is telling the truth it should cost me about 500 bucks or so to fix. So any help would be greatly appreciated cause there is another buyer who wants it. thanks for your help.

I know the Hypertech and JET programmer tell you diagnostic codes, at least they claim they do in the advertisements. 15k seems kind of steep for a 98', maybe it's just my opinion. I would look around a bit more, personally, I've seen newer Z28's and SS's for a little cheaper and around that price too.
