and would I have to buy the new housing, or will the silicone work? thats what ive heard you do to change the bulbs

 

The sealant will work if you don't want to get new housings. Getting old bulbs can be a pain. Grab the base of the bulb and twist with pliers. How I did it.

your stock highs will still work and cops don't really care unless they need a reason to pull you over. One of my housings needed silicone and the other was snug enough with out it. I could give you the link for the auction I got, maybe they have another set.
