Default trouble starting

I have a '99 camaro v6 3.8L engine. I am having a problem with the engine starting. It is turning over fine, but won't catch. fuel is o.k and i hear the fuel pump prime before starting. I am leaning toward the ignition control module, because i have replaced it twice since i have had the car (about 7 yrs). I don't know how to troubleshoot the icm (I made an educated guess on last replacement), and i would like to make sure this is the problem before i spend themoney to replace it. Why does this part keep failing? my plugs and wires are ok. thanks for the help.

Check your fuel pressure regulator maybe? Not sure...
