Hello again I checked an online camaro auto parts place (link below) and they have a new cylinder with a template. I can take this to a locksmith and they can test the resistor for the code then create a new key made from the old one? Am I on the right track? Is there a tool needed to replace the old cylinder with the new one? Thanks

Yes that is the correct cylinder.
Notice the key in the picture? It is just a brass key, no resistor pellet.
Use that key as the pattern to create a new VATS key using your old key as a reference for the resistor.
There are 15 different resistor pellets used in this system and at $25 per key I would not go around guessing which one I have.
