High HC emissions - Failed Inspection

Hello. I brought my 94 3.4l to inspection and failed from My steering wheel being "loose" and my EXTREMELY high HC emissions. 7x over at that. Anybody know what to check? Spark Plugs and wires are new..

May want to try new O2 sensors, or possibly a new cat converter. This assumes that the engine is in good state of tune, no misfires, no stuck injectors, burnt valves, bad sensors, etc., and no trouble codes.

HC emission failure means that there is too much unburnt fuel coming out of the tail pipe. Assuming the ECM hasen't been molested, then something has gone bad, most likely an ignition problem, a bad sensor, or a problem with the FI system. If the SES light is lit or flashing, try to pull the code/s and it will give you a starting point.
